You can send your plan in — the Submit button is at the bottom of the planner. That does not put it on the page yet: every submission lands in a mailbox I go through by hand, and only my yes makes it visible. That is not distrust but the reason the button can exist at all — titles and speech bubbles are free text, and free text does not go unread onto a page read mostly by 13-year-olds.
Nothing is rated, though, and that too follows from how this site is built: there is no account and no session, and your player tag is never stored. So there is nothing a vote could hang on — a rating would run on a cookie or an IP address and would be circumvented within five minutes. A list claiming to be "top rated" while really showing who clicked hardest would be worse than none at all.
The order therefore comes from numbers that are there anyway. For every plan, the line-up of its own side is computed on its own map — the same computation as the "same line-ups, on this map" column on the map page, with the same calibration. What cannot be computed does not disappear; it moves to the end and says so: a line-up without enough games on that map is not bad, it is unmeasured.
A plan lives entirely in its link. This page only records which links are shown here — the moves themselves are unknown to the server.
